Research conducted at the School of Cities at the University of Toronto suggests that economic activity in these downtown areas has significantly declined due to the COVID-19 pandemic and has not fully recovered. As of April 2023, New York City's CBD has fared relatively better, with activity 22% below its pre-pandemic level. On the other hand, downtown San Francisco, the fourth largest CBD, has experienced the weakest recovery, with activity being 69% below its 2019 level. Retail activity in downtown San Francisco has also seen a sharp decline. Other cities have also witnessed reduced downtown activity: Chicago was down 57%, Philadelphia was down 49%, Seattle was down 48%, Boston was down 48%, and Washington was down 35%.

These findings suggest that the shift to remote work has had a significant impact on downtown areas in major U.S. cities, particularly those heavily reliant on transit and with long commutes, resulting in a significant decrease in economic activity.  

Similarly, CBDs outside the top 7 also experienced similar faith. Portland experiences a loss of 59%, Minneapolis with 56%, and Atlanta with 52%. These numbers result in an average overall loss of 47% in the 15 downtown areas.

Hybrid Demand Exceeds Supply

Research on remote work shows that employees generally express a stronger desire to work from home (WFH) than their employers. The differences in preferences regarding one- and two-day remote work schedules are relatively insignificant. However, when it comes to three or more days of remote work, more than 50% of employees express a preference for this arrangement. This is considered higher compared to the current remote work situation people are participating in. Additionally, 40% of employees would like to work from home five days per week, surpassing the current setup.
